DVD playback in Windows can become too slow and appear stuttering or jerky when the transfer mode of the Device for the appropriate IDE Channel (usually the secondary IDE Channel) is in the wrong mode (usually PIO mode).
The fix is to uninstall the driver for the appropriate IDE channel and let Windows reinstall it automatically after a reboot. For more details see “Very slow, jerky dvd playback through Inspiron 6000” here:
